Background

The Government of Luxembourg, acting through the Luxembourg Development Agency (LuxDev) is launching a five-year, multi-component, project in support of the Kryvyi Rih Raion (“the Raion”) in Ukraine. The Overall Objective (impact) of the action is to support recovery of Kryvyi Rih Raion that benefits the general population and key groups at risk. The key directions are in education, TVET and the provision of finance for micro, small, and medium enterprises (MSME), but there is a specific component for Governance, of which this position and the related work form part of the planned delivery of results.

Under this component, a team of long-term experts is being created that can support the Raion and the City of Kryvyi Rih in developing or initiating projects that contribute to the further development of the Raion in the context of reconstruction and future post-war development. The work also focuses on strengthening the capabilities of Raion authorities in effectively managing the recovery and development process in Kryvyi Rih City and Raion through enhanced skills in strategic planning, project management, and resource allocation.

The objectives of the assignment are as follows:

  • to provide, under the supervision of the Deputy Team Leader, management oversight of support to the Raion and City, including coordination of the actions of sector specialists (agriculture, transport, energy, innovation, MSME…) forming the Governance Team, both long-term and short-term experts;
  • to identify and manage expertise that may be required in support of key development projects;
  • to provide guidance to the Raion and City in the linkage between their development strategies and projects that deliver the planned results of those strategies ;
  • to assist the Raion and City to further develop previously existing project proposals that may be relevant for the recovery and reconstruction process and to develop new projects that will serve to create conditions for businesses ;
  • to ensure synergies between project components are maximised, for example, by identifying projects that serve education and TVET though the construction or development of new or upgraded facilities;
  • to foster partnership and experience exchanges that can help build knowledge and capacity ;
  • to lead or participate in activities contributing to visibility for the actions funded by the Government of Luxembourg.


PROFILE

  • master's degree in engineering or economics (not a requirement for candidates with an extremely high level of practical experience);
  • prior experience of working with donors and international financial institutions on local development strategies;
  • deep understanding of the legal and administrative environment of Ukraine at decentralised level;
  • fluent in Ukrainian and excellent spoken and written English skills;
  • project cycle management and team management skills.
